Building a supportive environment 
for green industry in Brazil


The ITA’s Project Support Programme in Brazil aims to increase the number of low- and near-zero emissions industrial projects reaching final investment decision (FID) in the country by addressing challenges faced by real-world projects.  To achieve this, the programme selects flagship projects to inform and benefit from ITA activities to improve investment conditions and accelerate progress towards the FIDs they need to begin construction and eventually operation.

The ITA has released an Insights Briefing (in English and Portuguese), co-authored with Systemiq, the ITA’s Anchor Partner in Brazil, summarising key opportunities and challenges identified in discussions with selected projects and industry stakeholders.

Key challenges and opportunities included in the briefing include:

  • Demand: Securing the long-term offtake agreements required to underpin financing remains the most salient challenge for green industrial projects in Brazil. The ITA plans to work with stakeholders to stimulate demand, create lead markets, and facilitate long-term offtake for Brazilian green industrial goods internationally and domestically.
  
  • Policy: In Brazil and countries around the world, the policy frameworks in which projects are developed have a significant impact on their investment case. The ITA aims to work with the government of Brazil, via its partnership with the Ministry of Development, Trade, Industry and Services (MDIC), to inform the development of industrial policy that can support green industrial projects.
  
  • Finance: Even as projects strengthen their investment case, securing suitable finance can prove challenging, particularly for first-of-a-kind projects. The ITA intends to work closely with the recently launched Brazil Climate and Ecological Transformation Investment Platform (BIP) to prepare and present projects to prospective investors.
The briefing contains ‘deep dives’ into the 5 priority sectors of the Brazil Programme:   chemicals, aviation, steel, cement, and aluminium. Each deep dive contains an overview of the sector, key decarbonisation levers, the current project landscape (including flagship projects selected for support by the ITA), challenges those projects face to reach FID and some potential opportunities to address them.
