ITA Brazil Project Support Programme - Brazil-UK ID Hub Call for Expressions of Interest (EOI)


The Industrial Transition Accelerator (ITA) and Brazil-UK Industrial Decarbonisation Hub (ID Hub) invite private
sector organisations that are developing industrial decarbonisation projects in Brazil to express their interest in
participating and benefiting from initiatives being developed with Brazil’s Ministry of Development, Industry, Trade
and Services (MDIC) to accelerate industrial decarbonisation in the country.

ITA Brazil Project Support Programme

The Industrial Transition Accelerator (ITA) is a global multi-stakeholder initiative to catalyse decarbonisation of
heavy-emitting industry and transport sectors. Launched in December 2023 at the COP28 World Climate Action
Summit by the COP28 Presidency, United Nations Climate Change, and Bloomberg Philanthropies, the ITA brings
together global leaders from across industry, financial institutions, and governments to unlock investment at scale, for
the rapid deployment of decarbonisation solutions. The ITA is funded by Bloomberg Philanthropies and the UAE.

The ITA Secretariat is hosted by the Mission Possible Partnership (MPP). The ITA works in partnership with global
institutions, global corporate and finance conveners and sectoral industry groups among others to speed up collective
action for industrial decarbonisation.

Within three years, the ITA aims to significantly grow the pipeline of commercial-scale, clean industrial projects
across heavy industry (aluminium, cement, chemicals, and steel) and transport (aviation and shipping) via a series of
Project Support Programmes in a selection of geographies. The ITA has partnered with MDIC to develop and execute
such a programme in Brazil. 1

ID Hub

The ID Hub is a co-convened Country Platform between Brazil and the UK, launched at COP28 to mobilise and
coordinate a programme of international assistance to support the delivery of Brazil’s industrial decarbonisation and
green industrialisation ambitions. The ID Hub is focused around three pillars of activity; i) supporting the
development of Brazil’s regulatory frameworks and institutional capacities, ii) coordinating technical and financial
assistance to help develop and implement a coherent and extensive pipeline of projects, and iii) reinforcing Brazil’s
green industrial research and innovation ecosystem. The ID Hub is led by MDIC and the UK’s Department for Energy
Security and Net Zero (DESNZ), with UNIDO and the Leadership Group for Industry Transition (LeadIT) providing
technical support.

1. Participation Overview

Expressions of interest (EOIs) submitted to the ITA and ID Hub will support both initiatives to identify obstacles to
industrial decarbonisation in Brazil define priority areas for action, and plan activities to address them. Organisations
that submit EOIs and whose projects are selected may participate in and benefit from activities related to:

- Institutional frameworks: Helping to inform a coherent portfolio of strategies, policies, regulatory
frameworks, incentives, and institutional capacities.

- Value chain development: Identifying and fostering the new cross-value chain partnerships required by
decarbonised technologies and business models.

- Green demand generation: Creating markets for Brazilian green industrial goods domestically and
internationally.

- Project preparation: Coordinating international technical assistance, including through UNIDO’s
Partnership for Net Zero Programme.

- Project financing: Supporting industrial decarbonisation projects to identify concessional public funds
(international and/or domestic), and private investment.

- Industrial clusters: Identifying opportunities to develop low carbon industrial clusters across Brazil.

- Infrastructure deployment: Identifying and guiding the development of the critical infrastructure for clean
energy and CO 2 management that will underpin decarbonised industry.

- Community engagement: Ensuring and demonstrating the benefits of industrial decarbonisation for local
communities.

- Research and development: Accelerating innovation of key technologies that require greater maturity.

In addition to activities related to the areas above, organisations whose EOIs are selected have the opportunity for their
project to be highlighted in the pipeline of projects being supported by the ITA and ID Hub, which will be showcased
via multiple channels including the UNFCCC Conferences of the Parties (COPs) and other major international events.
They may also benefit from connecting into the ITA and ID Hub’s global networks, offering greater access to
potential international project partners.

2. Project Selection Priorities

The ITA and ID Hub are open to EOIs comprising a wide range of projects but will prioritise those that are most
aligned with the following criteria:

- Sector relevance: Projects that are directly linked to assets in the aluminium, cement, chemicals (including
fertilisers), steel, aviation, and shipping sectors and ideally address the most emissions-intensive activities in
those sectors (i.e. aluminium smelting, clinker production, ammonia production, ironmaking, and aviation and
marine fuel use).

Commercial-scale: Projects that employ technologies that are capable of deployment at large-scale. Exact
expectations would vary by sector, but projects using these technologies would be expected to have output
capacities in the hundreds of thousands or millions of tonnes per year when fully complete.

- Deep decarbonisation: Project that employ technologies that are ‘net zero-aligned’ i.e. capable of achieving
significant greenhouse gas emissions reductions in the near-term with a clear path to achieving near-zero
emissions in the medium-term (i.e. 2030s).

- Breakthrough technologies: Projects that employ technologies that are under active development, have
reached/are close to piloting/ demonstration phase, or have reached/are close to reaching commercial maturity
but have not yet achieved widespread deployment in Brazil.

Selected EOIs and their projects may be contacted by either the ITA or ID Hub depending on the relevance to
selection priorities and respective activities of each initiative.

3. Frequently Asked Questions (FAQ)

Does submitting an EOI place any requirements on me or my organisation?
No, submissions will be treated purely as an indication of interest in the activities of the ITA and ID Hub in Brazil and
a willingness to be contacted by the teams of both initiatives to discuss potential participation.

By submitting an EOI, am I and my organisation guaranteed a role in ITA or ID Hub?
No, the opportunity to participate will only be explored with organisations whose responses and projects are aligned
with the scope and priorities of the ITA and ID Hub.

How is the selection of EOIs and projects made?
Projects mentioned in EOIs will be reviewed in line with the Project Selection Priorities outlined above. This review
will be based on information provided in EOI but also additional informative discussions if relevant.

Will my participation and that of my organisation be made public?
If your EOI and project are selected, you would have the option for your project to be highlighted in the pipeline of
projects being supported by the ITA and ID Hub. This option would only be exercised with your permission and that
of your project partners and would only include information about the project you are willing to share.

How will information I provide in my EOI be handled?
Any information received by the ITA and ID Hub teams will be treated confidentially by default unless you request
otherwise. If you would like to share information about a project but require additional protective measures (such as a
non-disclosure agreement), please let us know and we can make the necessary arrangements.

What is the timeframe of the call for EOIs?
