Unlocking India’s Clean Industrialisation Opportunity

The ITA’s India Project Support Programme aims to help catalyse action toward decarbonising the country’s heavy-emitting industries and transport sectors.

It will concentrate on unlocking demand, de-risking finance, and fast-tracking projects that can define India’s leadership in clean manufacturing.   

The India Insights Briefing was developed in collaboration with Boston Consulting Group (BCG) and brings together expertise from industry and global advisory leaders.  

The Insight Briefing highlights India’s clean industrial potential, with 65 commercial-scale projects representing over USD 150 billion in potential investment, 160–175 million tonnes of annual CO2 abatement, and more than 200,000 direct and indirect jobs.  
India’s clean industrial pipeline is strong, but projects need firm and predictable demand, lower financing costs, enabling infrastructure and regulatory hurdles to reach final investment decisions.

The report outlines critical bottlenecks to investment and the potential interventions to catalyse large-scale industrial decarbonisation.

Barriers to investment explored in the report include:

-  Lack of premium green demand: long-term binding off-take agreements for green products remain limited


-  Financing constraints: first-of-a-kind assets face higher perceived risks and capital costs, especially when track records do not yet exist.  This is compounded by limited availability of early-stage funding for project development


-  Supporting infrastructure gaps: from grid and transmission readiness to port handling and shared logistics


-  Evolving policy and regulatory landscape without sufficient support for clean industry
Across sectors, India’s clean industry pipeline reflects uneven but accelerating progress and the report contains ‘deep dive’ sections on five critical sectors: 

Chemicals, Steel, Cement, Aviation and Aluminium.  

Each section includes a detailed sector overview, key levers to address specific bottlenecks and project showcase examples.
